"Africa" was North Africa: Libya, Tunisia, Algeria, Morocco, and Mauritania. Hannibal came from Carthage, which is now Tunisia. Babel, like Babylon, is about Iraq. The Romans are the Italians. Great terror will come to Italy, Malta, and the islands of Sicily and Sardinia from Iraq and North Africa.
Newspapers did not exist in Nostradamus' day .. but journals and travelogues did. These were published tracts by travelers concerning events they observed in various departments or regions of their own country or in foreign countries. It was the only form of news that existed other than word of mouth. For Nostradamus, newspapers were the journals of the future. It is also entirely possible he is actually writing about TV and Internet journalists rather than journals. Already, the horror that Islamic State has carried out against civilians, captured soldiers, and Western hostages is much worse in sheer magnitude than anything the world has been forced to witness ... and it will get much, much worse.
This "great terror of mankind" may be one who has yet to appear in North Africa, one who will be an ally or high-ranking member of the Islamic State. Then again, if he is the same as the one mentioned in Quatrain 1.9, then he may well be the Caliph of Islamic State, Abu Bakr al-Baghdadi.
We see from Nostradamus' "script" that ISIS/ISIL will originate in Babylon and Mesopotamia (Iraq, Assyria, and Syria) and migrate westward into Libya and the rest of North Africa. From there they will carry out attacks against Italy and the nearby islands. So awful will these attacks be that Malta and the other islands will either become evacuated or else most of the populations will be slaughtered. Italy itself will be troubled and subjected to terror, but not destroyed. The conflict with Italy will be one of the many features of World War III, however it will also have the distinction of being the last one to end:
The great man led captive from a foreign land,
Chained in gold, offered to CHIREN the King:
He who in Ausonia [southern Italy] and Milan will lose the war,
And all his army put to fire and steel.
Nostradamus, Quatrain 5.6
To the king the Augur upon the head his hand he will place,

From the King will proceed a pacific Emperor.
Is it possible Nostradamus was not referring to Adolf Hitler with his designation Hister (with the long "s" looking like an "f" as "Hifter" in the medieval spelling he used).
Perhaps he actually intended to represent someone named "Hifter": Libyan General Khalifa Belqasim Hifter.
Clearly, Hifter is a military leader who changes sides frequently. While he may currently appear to be the best hope of the West in defeating ISIS in North Africa, he may yet turn out to be the actual "African heart" reborn from "the infernal gods of Hannibal." Physically resembling the late Iraqi dictator Saddam Hussein, he is yet another figure who bears watching.

The prophecy watcher MUST be patient. Often the events predicted by prophets take a long time to reach fruition, it is as much about PROCESS as it is about EVENT FULFILLMENT. To be sure, if the asteroid described in Nostradamus' Quatrain 1.69 as being "seven stadia around" (1,350 feet in diameter) were to strike the earth, it would be a sudden, one day event, a prophecy fulfilled in one horrific moment of time. But prophecies concerning human events can shape up over a period of weeks, months, years, and even decades. Historians will doubtlessly trace the beginning of World War III in the Middle East theater to the various Arab Spring uprisings in late 2010/early 2011. Yet it has taken 3 1/2 years to finally know who one of the adversaries of the war will be. And I must warn that al-Baghdadi could still be killed and another take his place to fulfill Nostradamus prophecy. How many times have I said that if not for Robespierre and the French Revolution and Reign of Terror there would have been no Emperor Napoleon Bonaparte to conquer Europe and Africa? The entire process ran from 1789 to 1815, twenty-six years. If not for World War I there would have not been a Hitler and Mussolini and Tojo to prosecute a second world war. The entire process ran from 1914 to 1945 (thirty-one years).
In our world, in our reality, 20, 30, even 40 years is a large portion of a lifetime. But in the world of the prophet and of prophecy, it is but a season in future history and but a fleeting moment in eternity.
